Dog ownership is heavily regulated after the tyrannical dog-obssessed king ordered the culling of their population. A war against strays, dog breeders, and puppy mills had ensued. Citizens who were against the culling fought the monarchy and it led to a more dire situation; thousands of people died, and millions of dogs disappeared.
